how can we install eclipse plug-in's into the user's program directory?

installation of additional eclipse plug-ins via install tools like sms is currently not supported. widget catalog installation does work only for plug-ins which are stored in the user directory. there is no way to install plug-ins into the program directory if the user's access is limited.
